City of Forney Ordinance Exemptions?

In the City of Forney it is a requirement for businesses in order to open, that parking is provided on concrete. There are currently businesses who must install proper concrete parking before they will be given final permits and clearance to open their businesses. Not only has this delayed some from opening, but what happens once they open? Who follows up with these codes to ensure that businesses keep their vehicles parked on concrete?

On Dec 6th, 2022 the City Council approved an expenditure through the Forney Economic Development Corporation for Nav-Central LLC to “…be responsible for the construction of a new parking lot to support a minimum of 35,000 square feet of office space…” The expenditure was up to $100,000 for the work performed and would be paid upon completion. This passed unanimously 6-0 (1 absent) that evening. Nav-Central LLC is located at 505 E US Hwy 80, the same address for Medical Jets LLC, with both companies sharing the address(es) and registered agent/owner of Jeremy Thomas with the State of Texas.

Recently many citizens and businesses have noticed and begun asking about these codes as Medical Jets has been allowing their fleet of vehicles to park in a grass field behind their registered address with no recourse from the city. The question raised is if the city has given tax dollars to build a concrete parking lot to code for their business, why is the city allowing them to continue to break these ordinances?
